Subject to limitations imposed by Federal Law, bidders shall receive additional preference for being a minority-owned business, a woman-owned business, a businesses that meets the definition of a small business as defined by United States Small Business Administration (SBA), a small business concern owned and controlled by veterans, or those organizations with an established place of business operating within 80 miles of MiHIN.

All individuals and entities seeking to assist MiHIN may be subject to the limitations imposed by the Export Control Act and require the ability to successfully pass the appropriate background checks.

This is the recently announced 2013 MiHIN Flex Staffing Request for Proposals (.pdf with all instructions for proposal responses) along with:
 
A. RFP-2013-001A: General project and support services (.xls spreadsheet of qualifications)

B. RDP-2013-001B: IT services (.xls spreadsheet of qualifications)

C. RFP-2013-001C: Security and Privacy services (.xls spreadsheet of qualifications)

D. MiHIN Master Agreement (MMA) (.doc MiHIN Master Agreement) Proposals must include a tracked-changes/redlined document  from your legal counsel with all proposed changes that your organization would require to enter into this MMA with MiHIN.  Note: the more extensive your proposed changes to the MMA the lower score your proposal may receive.  Organizations that score high on the RFP and also successfully enter into an MMA with MiHIN can then become a MiHIN approved vendor (MAV).  Proposals to substantively modify the MMA may be disqualified.  See the main RFP document for  more details.
