The Michigan Health Information Network Begins Phase One Implementation with OptumInsight
 
Michigan Health Information Network Shared Services (MiHIN), the state designated health information exchange (HIE) for Michigan, today announced engagement of OptumInsight and its Axolotl HIE platform to implement Phase One of the MiHIN Strategic and Operational Plan.

Announcement of the MiHIN Shared Service Sub-state HIE Funding Program

Purpose: The State HIE Cooperative agreement approved by the National Coordinator for HIT related to Program Information Notice (ONC-HIE-PIN-001) calls for funding for Michigan's qualified sub-state HIEs to thrive, expand and keep costs affordable for providers seeking meaningful use.

Milestone Based Payments: Each qualified sub-state HIE will have the opportunity to submit one proposal for funding with a cap of $250,000. Milestones will be used to stage payments. Based on the discretion of the MiHIN Board, a sub-state HIE can apply for a second award upon successful completion of milestones and  subject to funding availability within the budget approved by the Office of the National Coordinator for HIT ("ONC") for sub-state HIEs.

Eligibility: A qualified sub-state HIE is considered eligible if it can demonstrate that it is working toward the criteria outlined in the approved MiHIN Shared Services Strategic Plan on page 31 and 32 and is specifically named in the MiHIN Shared Services Strategic and Operational Plan Amendment posted at www.michigan.gov/mihin. These organizations are: Capital Area RHIO, Jackson Community Medical Record, Upper Peninsula Care Network, Michigan Health Connect, my1HIE, and South East Michigan health Information Exchange.
